The beach at Fort Funston has been closed due to the oil spill.
The GGNRA website is being updated twice a day; http://www.nps.gov/goga/sf_oil-spill.htm

I don't see how someone could be punished for having to make an emergency landing, especially if you make a quick retreat.

While I have not seen it myself, the oil should all be below the high tide line, so if you land close to the cliff you probably won't mess up your sail.

keep an eye out for the beach to re-open.

As of last night the one of the news channel said Funston will be open at sunrise.

I do not see the update on website yet.

11:00 AM Sat Nov 17.
I just spoke with a Coast Guard rep who said they are waiting for the official press release for re-opened beaches. Watch their web page, it will be updated ASAP;

The Fort Funston beach is now open!

There are signs up that say the water is unsafe due to oil contamination, so please don't land in it. ;-)

BTW, it was awesome shear conditions this afternoon, boated around Westlake at over 1200' wang'n and spin'n, and have'n way fun! The LZ was tricky though, light but very odd directions. Remember to check the streamers in the LZ, not just the windsock on launch. They were sometimes 90 degrees different!
